Is It Time to Clean Your Rain Gutters?

Routine maintenance around your rental property is the best way to keep big bills at bay. Clogged rain gutters are not only damaging to your rental property but are also a fire hazard.

San Diego has such beautiful weather so often that it is easy to forget we have our share of rainy days. Rain gutters have two main jobs: redirecting rainfall away from the exterior walls of the home, and away from the foundation. No one likes a flooded backyard!

Streaks and Stains

If new streaks and stains appear on the exterior walls of your rental property, it's a good indicator that your rain gutters are blocked. When rain gutters are full of debris, water can overflow onto exterior walls. The overflow of water not only causes unsightly marks but can also contribute to water intrusion. Untreated water intrusion can lead to organic growth – aka mold. You can see where we are going with this!

Fire Risk

Any part of your rental property that collects debris can pose a fire risk. Under your deck, on your hillside, and yes, rain gutters. Embers can travel up to a mile away, and dead leaves trapped in rain gutters are the perfect landing spot.

Rain gutters have another important task at hand, and that is keeping water away from the foundation of the rental property. It’s important that rain gutters are installed properly so that water is appropriately directed away and able to properly drain. When water collects in an area for a repeated amount of time, there is potential for it to penetrate and damage the foundation. Concrete and water are not friends!

San Diego Short Term Rental Laws; What You Need To Know

Short-term rentals are a hot button item. Low inventory and homeowners fed up with noisy temporary neighbors has led to heavier regulation in San Diego. Here’s what you need to know.

Short-Term Residential Occupancy (STRO)

This new ordinance, titled Short-Term Residential Occupancy (STRO) , limits the number of short-term rentals allowed in San Diego, and introduces a licensing system for those who wish to rent out their second homes as vacation properties.

Whole-home rentals will now be capped at 1% of the city’s overall housing stock. Mission Beach has an exemption, in which 30% of homes can be rented.

“The regulations require a license to operate a STRO unit, establish limits on the number of licenses a host may obtain, create reasonable caps on the total number of whole home STRO units, and create a licensing process in order to track, manage and enforce all aspects of the STRO. Licenses will be required to operate a STRO in the City of San Diego beginning July 1, 2022.” – Sandiego.gov

The ordinance further breaks down short-term rentals into tiers. At this time, if your property falls into either tier 1 or 2, you will be exempt from the new ordinance.

To even the playing field, Mayor Todd Gloria has suggested a lottery system for the initial round of licenses. Our San Diego City Council also intends on rewarding those with good behavior:

“An amendment was added to prioritize "good actors," those who have abided by the city's previous rental laws, when licensing begins later this year.

The legislation also has a good-neighbor policy, in which both hosts and guests could be fined up to $1,000 for violating rental rules. Guests renting a whole home in San Diego will be required to stay for a minimum of two nights.” – NBC News

So, Now What?

As we mentioned earlier, this ordinance will not go into effect until July of 2022. With more details to iron out, we’ll have to wait and see how the process of this new ordinance will shake out.

Regardless, the new law is expected drastically reduce the number of short-term rentals in San Diego by two thirds, and reduce taxes collected by San Diego by almost $3 million.

Just as you would screen any tenant, should you also be screening their pets? In most cases – answer is yes.

What Questions Should I Ask?

When screening potential pets, you’re attempting to establish their history, like any tenant that you interview. While you won’t be asking for their pet’s credit history, here is a list of questions that can be useful to you:

· What breed of pet do you have?

· How much do they weigh; What will they weigh at full maturity?

· Do you have references from past landlords (history of behavior)?

· Any medical history your pet?

You’ll notice that some of these questions can be verified by 3 ^rd parties, like a previous landlord. Medical history can be obtained through chatting with the pet’s veterinarian doctor, who can hopefully attest to the pet’s true personality.

Whatever questions you ask, make sure they are consistent across all your tenants and their pets. Asking your prospective tenants the same questions across the board can help protect you against discrimination claims.

What About Service Animals?

Be cautious when it comes to service animals, or assistant animals. These animals help people with disabilities by performing certain tasks or through providing emotional support. Per their classification, they are not considered pets.

The US Department of Housing and Urban Development released a guide in 2020 to help define reasonable requests for tenants with service animals. For example, it is within reason for a tenant to not pay a pet deposit or fee. Alternatively, not any pet can be a service animal. Honestly is always the best policy. When you sign your lease, you are agreeing to a set of rules, such as items your landlord is responsible for as well as yourself. You don’t want to jeopardize your relationship with your landlord by lying about how many furry friends you have.

The last thing you want is for your new neighbors to complain to your landlord about your dog barking, only for you to be in violation of your agreement.

If you want to go that extra step, gather references from past landlords that can attest to your pet’s good behavior.

Make Sure It’s a Fit for Your Pet

Your new rental should also be a good fit for your pet. If you have a puppy, make sure you consider the full-size growth of your dog if you intend on being a long-term tenant. If there are stairs and you have an older dog, an apartment building with an elevator might be a better choice for you.

You’ll also want to consider the walking environment of the neighborhood. Are you comfortable walking your pet at night? Is the area too high traffic for walking during the hours that fit your schedule? If you aren’t sure, drive around your potential new area and see if it’s a fit.

Introduce Them to Your Neighbors

Introducing your pets to your neighbors can be helpful for many reasons. Many adults and kids alike fear dogs. If your pet is friendly, comfortably introducing them to your neighbors can help them feel more at ease. And if your pet happens to escape, they’ll know to call the right owner!

Education

If your bathroom has poor ventilation, upon move-in, take a moment to let your tenant know to turn on the fan and leave the door open after they shower. You don’t know what you don’t know, right?

Not because they can’t put two and two together. Some simply don’t think about it. It benefits everyone, after all! Not only is mold nasty to look at, but it can also cause a whole host of nasty health issues.

It takes knowledge and open communication to be a great property manager. Make sure your tenants now exactly who to reach out to when something looks odd – such as a leak.

Install A Bathroom Fan – And a Good One

If your bathroom lacks a window, then it’s time for you to go fan shopping. Remember that not all fans are built equally. When shopping, make sure you select a fan that is powerful enough for the size of your bathroom.

Some fans also come with heating options to dry your bathroom more quickly.

Here’s another education tip for you – bathroom fans should remain on for 30 minutes post-shower.

Squeegee Time

Just like that, it’s spring in San Diego. Bring on the longer days, beautiful blooms, and warmer temperatures! Now we all know there really isn’t much winter to “de-winterize” here in Southern California, but it’s still a great time to schedule some spring cleaning and seasonal maintenance at your rental properties (both outdoors and indoors).

Here’s what to add to your “get this done” list:

Landscape –

While regularly scheduled lawn maintenance is important, use this time to go a deeper than just the monthly stuff. It’s a great time to take a look at your sprinklers if you have them, both condition of the sprinklers and frequency of watering. Perennial flowers aren’t growing back quite as they should? It’s possible they need to be replaced. Take advantage of this perfect opportunity to upgrade and beautify those flower beds. If there is a water hose at your property, make sure that there are no leaks that it’s properly installed to avoid crazy high water bills this summer.

Exterior –

Lots to be done here! Consider a once over with a power washer to really freshen up the outside of your rental home. As the rainy days soon come to an end, it’s a good idea to have a quick roof inspection done to avoid some real trouble down the road. Speaking of inspections, it certainly wouldn’t hurt to take a peek at the fence, porch or patio, windows, and doors for any needed repairs or replacements. By now, there’s a chance the gutters could use a good cleaning as well.

Interior –

Depending on your agreement with your tenant, most indoor items could be their responsibility. Yet there are still a few things you can get done to ensure your property is in tip top shape inside and out. At the time of coordinating exterior maintenance, send your tenant a friendly reminder of what might require some attention on the interior of the property.

While your tenants are already at their windows, ask them to do a quick check for any damage to the trim, screen, or seals that may require immediate attention. You might also ask them to keep an eye out and report back on any mildew or stains that may have been caused by the “winter” weather.

If the property has an air conditioning unit, you can explain the importance of a clean air filter. And finally, don’t forget to ask them for a status on any malfunctioning CO and smoke detectors.

These simple tasks will help to ensure longevity in your investment, minimize unexpected large expenses, and show the pride of ownership to your tenants and neighbors.
